Issue
When editing a user’s action rights or template rights, granting view rights still allows the user to edit the template(s) via the blue link in Report Designer.
This issue only exists in the 8.5x releases and has since been resolved in later versions.
Resolution
Instead of giving the user access to the template via User Rights, give the user access via the template options in Report Designer. To do so, navigate to Administration > Web Analysis > Report Designer > Templates > Template Access, then select the users which are allowed to view the template and its associated profiles/reports.
