Cause
The release notes for Webtrends 8.7d, located at the URL below, do not include the 32-bit version of Windows Server 2008 among the list of supported operating systems:

To further clarify the reason for omission, Webtrends Analytics 8.7d is not supported on 32-bit versions of Windows Server 2008. Attempts to use this version of the operating system may provide undesired results, and Webtrends Technical Support will not assist in troubleshooting issues that arise.
