File could not be accessed error importing REST URL into Excel.

Issue

When importing or refreshing a Web Query using a REST URL, the following error occurs:
The file could not be accessed. Try one of the following:
Make sure the specified folder exists.
Make sure the folder that contains the file is not read-only.
Make sure the file name does not contain any of the following characters: < > ? [ ] : | or *
Make sure the file/path name doesn’t contain more than 218 characters.
This is followed by another error:
Invalid Web Query
With the result being that the data will not import. Putting the URL in a browser results in the data being returned and clicking on the Test button in the REST URL Generator results in the data being returned.

Resolution

Open Internet Explorer and delete the browser’s Temporary Internet Files. Next, import/refresh the query again. Reducing the Internet Explorer cache size and setting it to check for newer versions of stored pages every time a web page is visited might help eliminate the issue altogether. However, if it does happen again, deleting the cache will resolve the issue.
