Issue
You attempt to license the product via the wtlicman command line utility, which fails and returns the error “Webtrends product licensing has experienced an error. Please re-submit your activation key.”
Cause
Windows PowerShell must be installed.

Download Windows Powershell from the following URL:
http://www.microsoft.com/windowsserver2003/technologies/management/powershell/download.mspx
Further information:
This only occurs when using the wtlicman utility. This does not occur when activating through the user interface or during installation. This behavior occurs under Windows Server 2008 but has not been seen under Windows Server 2003.
