Issue
You have created a custom report with Visitors as a dimension and hits and visits as measures. You also have at least one filter on the profile. When viewing the report, it appears the filter is only applying to the hits resulting in showing visitors with visits and no hits.
Cause
This is caused by using dimensions that are incompatible with the measures being used.
Resolution
In this case, you can create a custom visitor dimension to use in your report. You can do this by creating a new dimension and basing it off the WT.co_f query parameter if you are using SDC logs or whatever you are using for your unique visitor identifier. Under When To Collect Data, set When to All Hits. Save this dimension and use it in your custom report instead of Visitor.
