Cause
Sharepoint 2013 comes in 3 different versions:
Sharepoint Foundation (free)
Sharepoint Standard
Sharepoint Enterprise
To use the automated tag installer, the Sharepoint User Profile Service must be running. However, Sharepoint Foundation does not have the Sharepoint User Profile Service, nor can it be installed. To work around this limitation, the manual method of tag deployment must be used. This method requires the use of Sharepoint Designer to manually insert tag elements in to the master template.
